But how ? You need 2 licenses to fish a likened Fishing Boat Licence,LFBL, that enables a boat to engage in fishing.
And a Limited Entry Fishery LEF, licence ,that allows for the fishing in a Managed Fishery.
The LEF is situated on the LFBL, and for ease of paper work,a quote from Peter Millington , director of Licencing and later Executive Director,the LFBL holder is “considered owner” of any LEF and boat listed on that LFBL.
And 2 a criminal aware of this failure of duty of care ,and a willingness to exploit it to commit fraud.

It requires a Director of Licencing,Peter Millington, to lie to, and mislead the Ombudsman, in relation to a signed statement confirming Mark Paxton’s Actual/Beneficial Ownership ,before and after being transferred to the LFBL it was

It requires a DPP, John McKechnie and lead prosecutor, Ken Bates to ignore precedent and established fact, they themselves created, from an identical case of Fraud ,only before to subvert a Fraud case. A case that would have exposed Peter Rogers’ criminal Negligence and collusion in Fraud, and led to the cacellation of the Transfer/Fraudulent Sale..
It requires a Minister of Fisheries,Jon Ford, to commit Contempt of Parliament, to cover being duped by Peter Rogers, in relation to requested Subsidiary Legislation, that he requested after realising he had been duped a first time in relation to a Departmental Investigation that was subverted by Peter Rogers to cover up his Criminal Negligence
